The Malta Citizenship by Naturalization for Exceptional Services by Direct Investment process, as it is now called, allows for the granting of citizenship by the issuance of a certificate of naturalization to foreign individuals and their families who contribute to the country’s economic development. The Maltese Government has over past decades nurtured a pro business environment, one which has seen the fortunes of the country and its citizens achieve unparalleled levels of prosperity. It's well developed legal and tax system makes Malta a must location for most modern businesses. Citizenship is possible to obtain through Naturalisation following a 36-month (or, by exception, 12-month) residency period. Each application is subject to a stringent due diligence process, including thorough background checks. In order to qualify, applicants must make a qualifying investment/contribution, rent or buy a property, make a small donation to a local NGO and pay a Government fee for each dependent.

Malta is located 80km south of Italy and 284km east of Tunisia, is an archipelago consisting of three inhabited islands (Malta, Gozo and Comino). Its capital, Valletta, which is the smallest national capital in the EU by area, is a UNESCO World Heritage site. Malta provides universal free healthcare, classified by the WHO as one of the best in the world, as well as universal free childcare and universal free education, even paying its university students a stipend. Education is based on the British model with Maltese and English both compulsory subjects. The adult literacy rate is 99.5%. The University of Malta has a medical school and is highly regarded. Who’s Eligible
Main Applicant
Applies both EU and non-EU nationals. Must be at least eighteen years of age, Must have assets amounting to at least €500,000, out of which a minimum of
€150,000 must be in the form of financial assets and have made an investment in the prescribed amount. Must meet other application requirements.
Permitted dependent
- A spouse of the main applicant
- A child under eighteen (18) years old of the main applicant or his or her spouse
- The child of the main applicant or his or her spouse between eighteen and twenty-nine years who is fully supported by the main applicant
- Parents or grandparents of the main applicant or his spouse above the age of (55) fifty-five years living with and fully supported by the main applicant
- A child of the main applicant or spouse of the main applicant who is above the age of eighteen years and physically or mentally challenged.
Qualifications and Investment Options
To qualify for citizenship, applicants must fulfill one of the investment options below in addition to the following criteria:
- Not has been refused a visa from another country that Malta has a visa-free agreement;
- Be of excellent health;
- Have a sufficiently high personal net worth;
- Make a qualifying investment;
- Hold no criminal record.
Direct Investment
A contribution of at least EUR 600,000 for a minimum residence period of 36 months or EUR 750,000 for a minimum of 12 months.
Acquisition of Property (Buy or Rent)
The purchase of a residential property in Malta of at least EUR 700,000, which must be held for five years. Alternatively, the lease of a residential property with a rental value of at least EUR 16,000 per annum, also held for five years. Please note that the property cannot be sublet during this five-year period. A 36-month (or 18-month, by exception) lease agreement or property purchase is required during the residence period.
Compulsory Donation
A donation of at least EUR 10,000 to a registered sport, cultural, scientific, philanthropic, animal welfare, or artistic non-governmental organization or society, as approved by the Community Malta Agency.
